About Course

This course on taxonomy will help participants obtain a clear understanding of how energy policies, strategies, and plans interconnect at various governance levels, from EU frameworks down to municipal initiatives.

Section 1 (EU level)
Introduction of the EU's political engagement with climate change and the longstanding challenge (since the 1990s) of delivering, secure, sustainably sourced and affordable energy. In the current day context this implies combined social/energy policies. Drawing on the EU Kumu map as a visual aid the participants will review the EU policy map. An overview of the distribution of policies per sector will be provided. The different policy relationship types will be introduced.

Section 2 (EU level)
A deeper dive will be taken into the EU context exploring key climate change targets and the socio-political context leading to policy development e.g.., COVID, War in Ukraine (as reflected in the map). A synposis of the EU policies in the social&energy sector will be provided, discussing how they address concepts of equity and inclusion.

Section 3 (national level)
Each pilot will present the relevant policy map for their country using the Kumu tool. An overview of the national policy context will be given, the breakdown of policies per sector in each case will be provided.

Section 4 (national level)
An exploration of the regional and local scale social energy policies will then be provided, exploring any gaps and a brief comparison of this structure with the other pilots
