Local Planner is a tool designed to assess the impacts of energy and climate policies in municipal contexts.

It addresses modelling needs and gaps at the municipal level, including sectoral coverage and integration, simulation resolution, computational tractability, data availability, behavioral considerations, and ease of use by non-experts.

The model incorporates detailed sectoral energy metrics, such as energy demand by sector, energy-saving possibilities through efficiency and heat recovery, energy and electricity use, technology capacities, energy mix, self-consumption potential, and energy-related CO2 emissions.

The model is developed in the General Algebraic Modelling System (GAMS).

Section 1: Overview of the LocalPlanner
Description of the scope and structure of the tool, including the sectoral coverage and resolution.

Section 2: Overview of the LocalPlanner
Description of the features (policy drivers, behavioral and economic parameters, decision making principles) and inputs (data requirements, granularity) of the tool.

Section 3: Overview of the LocalPlanner
Listing of the model outputs, structure of the output report, examples.

Section 4: Demonstration of the LocalPlanner
How the tool is structured (source code, input/output files), how the model interface looks like, etc.

Section 5: Demonstration of the LocalPlanner
How a scenario is created, where the output files with the results are stored, how the Excel-based output file is structured, etc.

Section 6: Hands-on training on the LocalPlanner
Hands-on exercises will be performed given alternative policy narratives.
